Brazil has announced a historic investment of R$104 million from Funttel (National Fund for Scientific and Technological Development) to accelerate the development of 6G and artificial intelligence in the country. The funds will be managed by CPQD (Center for Research and Development in Telecommunications) between 2026 and 2028, focusing on creating a national platform for sustainable data centers. The initiative represents the largest specific allocation from the fund toward next-generation connectivity technologies and positions Brazil strategically in the global race for 6G, expected to dominate the technological landscape starting in 2030.
This investment didn't come out of nowhere. Brazil deployed 5G in 2022, with the first spectrum leasing occurring in November of that year through Anatel. Since then, more than 4,500 Brazilian cities have had 5G standalone coverage, according to data from Conexis Brasil Digital. The country has moved from being a technology importer to a market that generated approximately R$34 billion in telecommunications infrastructure in 2024.
However, Brazilian 5G still faces significant challenges. Ericsson estimated in its 2025 report that only 23% of Brazilian municipalities have quality 5G coverage, while countries like South Korea and China already exceed 85% penetration. This gap creates a window of opportunity: Brazil can implement 6G more strategically, learning from 5G's shortcomings.
CPQD, founded in 1979, is the leading telecommunications research center in Latin America. The organization has been responsible for developing the TDMA standard (used in cellular telephony), the Brazilian Digital TV System (SBTVD), and currently coordinates projects for 5G and 6G with the ITU (International Telecommunication Union). Its experience with public-private partnerships and agreements with giants like Ericsson, Nokia, and Huawei makes it the ideal manager to coordinate a project of this magnitude.
One of the most innovative components of the project is the creation of a national sustainable data center platform. Brazil currently consumes approximately 8% of the country's electricity in data centers, according to ABNT (Brazilian Association of Technical Standards). With the expansion of AI and 6G, this consumption could quadruple by 2030.
The platform will have three main pillars:
"We are building not just infrastructure, but technological sovereignty. 6G will be an ubiquitous technology, present in smart cities, autonomous vehicles, and digital health. We cannot rely on servers abroad to process sensitive data from Brazilians," declared Guto Coube, CPQD's director of operations.
6G is not just about speed. The technology is expected to reach 1 terabit per second (100 times faster than 5G) with latency of less than 1 millisecond. However, the true differentiator lies in native artificial intelligence in the network.
This means the telecommunications infrastructure itself will have AI processing capabilities, enabling:
Brazil's investment of R$104 million may seem modest compared to the US$4.5 billion the United States committed to 6G through NIST, or the €2.4 billion announced by the European Union. However, relative to GDP, the Brazilian contribution represents 0.005% of GDP, while the US invests 0.02%.

Huawei, which already supplies equipment for 70% of Brazilian 4G and 5G networks, has expressed interest in participating in the project. Nokia has also submitted a proposal to CPQD to contribute research in massive MIMO and terahertz communications.
The Brazilian deep tech ecosystem can benefit directly. Startups like Wildlife Studios (gaming), iFood (AI-powered logistics), and Creditas (fintech) have already demonstrated the ability to scale globally. The new platform can boost:
The R$104 million investment is an important step, but it does not exempt Brazil from challenges. Dependence on foreign suppliers, the need to train 200,000 professionals in telecom and AI by 2030 (according to Brasscom), and bureaucratic hurdles for environmental licenses for data centers remain as obstacles.
However, the initiative positions Brazil in an enviable position in Latin America. If executed efficiently, the sustainable data center platform could become a model for the region and attract investments from companies like Google, Amazon, and Microsoft, which have already committed US$5.2 billion in cloud infrastructure in Brazil by 2027.
